I would answer that by remembering a debate I had on the TZM IRC once about different communities, eg. instead of say banning smoking in every community, and thus annoying those that do smoke, but making those that don't happy. Instead you create some communities where people don't smoke, and some where people do.

So I think once you have built one city, and you come to build the next, it could well be different in some way because it would be designed to be what another group of people want, eg. they don't all have to be the same!
