I see these wind turbines around Northern Nevada, they are a great resource for electricity. windspireenergy.com/ Windspire Energy could be very helpful. Just putting it out there

Low wind, no problem. This wind turbine can run at low gusts, and produce 1500 kw hours of power per year. Very silent. Honeywell WT6500
