A concept that hasn't really been discussed in planning the city is shelters from fallout, bio attack, and other possible worries. On the one hand, it is pretty expensive and may be completely unnecessary. On the other, if a collapse is predicted then there may be a good reason to worry. Personally, I just have always been fascinated with the idea since I first saw "Blast From the Past." Here are some interesting ones.

This is definitely an interesting topic,

It boils down to do we use resources to build extra-safe structures with life support capabilities? I guess we will need to have committees look at it further but discussion is always great

While I think that some sort of protection is necessary, Atlas city cannot afford it, and if you did have shelters, you must be in them at the time of the attack and be able to live in them for weeks or months, this suggests that the whole city be designed as a "biosphere", but if you did that, it would be commandeered by the government in the name of national security.

Just build an unprotected city and keep your fingers crossed.

If you are planning to survive multiple unknown threats, I would suggest mass produced "single family submarines" which will be protected by the water above.
These submarines would come together at scheduled times for social occasions and goods transfer.

Even an underwater city at a fixed position would be vulnerable to attack, so having the population in thousands of subs may be the best hope for survival in extreme circumstances.

Personally I think that living in fear is not living. We build the city and if it's meant to be destroyed then it will be destroyed no matter how prepared we are for it. If it's meant to become reality then realized it shall be.

An interesting revisit of this idea has been brought to my attention. Something that was common in ancient architecture was to use barrel vaults made of thick stone for underground storage. Barrel vaults, when the walls are supported properly, are extremely strong. Underground ones such as these are supported by the earth around them and can support great weight.

If we needed, or desired, storage such as this for emergencies it would only make sense to build it for multiple purposes. Storage is always needed far a variety of products and reasons. It would be easier to build above ground, but there are benefits to underground (especially for storage that should be kept at a lower, stable temperature. Organic seeds we may store in case of crop destruction, storage of certain foods or beverages, and many other benefits could come from such a design. As an added benefit, it automatically becomes a shelter. Building with stone and cement is a good barrier against radiation as well.

It's just an idea to get multiple uses out of each structure available. If it's decided an underground storage or other facility would be useful for other purposes might as well add a few designs to make it suitable for a shelter as well.

there you go chase. i can totally envision having underground storage space, so in essence we could have the best of both worlds involved in a design.
