the problem with windmills is that they are, as a rule of thumb, generally more expensive per watt than photovoltaics. perhaps they could be used to supplement?

I heard they was generally lower cost per watt than photovoltaics, do we have any comparision figures available ?

generally speaking they are higher in cost that solar, but there is a scalability thing with windmills where very large windmills are more efficient, so it really depends on whether you are talking about a small windmill or a gigantic one.

This is important to keep in mind with wind power, scale is everything.
